need a tool can translate chinese into UTF-8 byte-array

I try UE,but a little odd.

Like metioned above,I want "中国" translate to "\xe8\xbe\x93\xe5\x85..."
and If I input a "\xe8\xbe\x93\xe5\x85..." which can display the text while I will specify the
code-style, UTF-8 or UTF-16.

I need binary. thanks!
