Reporting engine creation

I would like to create a reporting engine (e.g. Crystal Reports) with the following features:
* Create reports
* Use prepared reports

I have read that Crystal Reports XI Server is not the best around, so would you suggest alternatives?

I'm afraid no. This is your own engine, which is not even created. How can we know what do you want to achieve, what features do you want and why are you concerned with Crystal Reports at all?
