I want use one of the Hub(Using Dc++ OR Apex DC software) but it demands for specific IP Address Range.
Hence is there any way to Change my Public IP Address?

Actually, some black-hat i.e. hacking related tools probably are available. Yet, it will not be ethical to do so. You can try to search on google for more information though.
