Your code currently has neither a HEAD or BODY section of the page, furthermore the page is not even declared as HTML.
The normal layout of an HTML page is to place
meta information as well as the CSS within the
HEAD
code of the page. Javascript may be added within the HEAD or BODY sections. The
ContentPlaceHolders are normally within the BODY section.
Your page should start off something like this
