How to make a web served HTML5 page available offline?

Is there a way to make a web served HTML5 page available offline?
I'd like somebody to be able to connect once to the website, then be able to reopen the web page even if he's not connected to internet anymore.

The website would as you might have guessed be an app.

I'd like to avoid requiring the user to manually download/copy/install files on his computer.
