Why crystal report files(rpt files) are getting checked out automatically without doing so manually in VSS?

Why crystal report files(rpt files) are getting checked out automatically without doing manually in VSS? All else are fine. I am using Visual Studio 2005 and Sql 2005. My crystal Report version is 10.2.3600.0.
