Is it Possible to Edit a specific field in a Tcp/IP Header ? Im Using C#

Im Developing a call accounting Program for NEC SV8300(PBX). I have to request details through Ethernet. not by the Serial port. But I can't request data through Telnet. In the product Guide it has given that The TCP/IP Header has to be changed as a customized request. Please Advice me
