how to post data on online website

i want to post my offline data on http://eservice.dohms.gov.ae/pservices/CreatePID0.aspx[^]
website in which full name, email etc are post by me through aspx page. is it possible to do so?

This seems to be Government website and the thing you are trying to achieve is illegal in my opinion.

But you can do it. See below articles. Before doing this, make sure you have proper permissions.
