How to uniquely identify clients withount mac address ?

hi there, I am looking for ways to uniquely identify client without using mac address. After googling for one hour, I came to know I can identify users of my website via cookies with guid and mac address. I don't know what is mac address nor I want to use it as many suggested me to rule out this solution. I need to identify users and block them if they try to register themselves using different username and email address. Please help me with this problem.

May i ask you why you don't wanna use MAC address ?

yes sir, Actually I don't want to use activex and javascript.. as far as I know Mac address is retrieved only by these two tricks. correct me if I am wrong.
