I am having trouble with dynamic selections

My initial problem was due to my dynamic list options where failing in a lightbox I created. So the script works, but not 1005 how I wish it too.

So I have a selection fo two countries, US and UK and whichever one is clicked ouy then in the next list get a list of either US states or UK counties.

The problem being that whichever option you select it just lists out all of both. I need it to only give you one or the other?
