highlight a text not in the map

with you svg map + jquery is it possible to highlight a text not included into the map like here --> http://img4.hostingpics.net/pics/929807SiteTixaMapmondedetail.jpg

the countries in the list can have an id="lang-china" and on mouseover on the map #lang-china a blue cercle will highlight the language
