How do I...Create a XFS system

Hi
Im trying to create a xfs application and the documentation keep talking about the xfsmanager and ive downloaded the opexfs from code.google.com with xfs SDK and have installed it but now i cant make the app because it not clear if the xfsmanager should be a dll of and also if i have to embed within my app or route it.

Any one who can help me out here?

Sorry but i didn't mean the extension but a wosa/xfs. see this https://code.google.com/p/freexfs/ for clarification.
