That question is impossible to answer as there are so many components to it. Start by learning how to create Windows forms applications, then how to use Databases. There are many articles here on CodeProject that will help you.

This looks a rather simple task, hence it looks you have to read some tutorials in order to really get started coding.
Of course Googling would help:
