Yes.

But that isn't a question we can answer with a "how": there are far, far too many variables involved, such as language, framework, sound source (if any) and so forth.

So start with Google: You know (presumably) what language you want to use, and what you want to achieve with your application (which isn't "write an MP3 file", it's a lot more than that) so google around there and try to get some ideas of how you want to approach it.

Then ask specific questions about that, if you need to - but give us information to work from! General queries like "can I do this?" aren't ones we can answer.
