They will not work. You can read the documentation for both commands in the man pages.

It's a matter of security. There are some commands that will not execute without root-level access. Some of those commands can be dangerous so Linux not allow you to execute them by mistake...

What are those "commands"? They are programs, applications, scripts. Anything may or may not require root access.
This is similar to "Run as Administrator" in Windows Vista, 7 and up.
