Why data-val-regex-pattern encoded twice

Hello Friends,

I am facing an issue related to data annotation .

We have placed the Regex on the Email property.

When I run the code on my local machine it takes(') e.g. test'test@gnet.com
but on production environment it will not take (') as a valid character

And I observe the changes in data-Val-regex-pattern, it seems like it encode double(On production server) to ragx validation pattern. This issue is not even generating on the local machine.

Friends please help me to resolve this issue or is there any way we can generate this on our local machine.
