is there a way to receive and send sms over the internet or other means other than using a cell phone..?

No - you should enable internet mobility and internet gsm-ity which is not possible other than getting a PC suite and using it instead of your cell-phones.

Solution 1

Hi,

You can send or receive via gsm modem, gsm gateway or operator's api or 3rd party SMS APIs. You can do this using any of programming language.
