In the project.
A user with administrative rights should be able to perform the following task after logging on:
1. Add, modify, delete, and view files
2. View previous versions of a file
3. Create new user accounts
So how can i create new user account & use.

Solution 1

You just need a simple database or file where you keep the details (hashed passwords, obviously). So when someone tries to start your program you use their id and password details to set the permissions for the application.
