I know there are lots of other stuff, but
we compare only the 2 ones, not other engines, only these 2 ones:

1. C# WPF.
2. HTML/CSS/Javascript.

What has higher render performance?

If you are looking for performance, you will loose with both these solutions...

Both for Windows desktop, yes, WPF runs only on Windows by anyway.
And HTML/CSS/Javascript is hybrid on client side.

So if your choice is between WPF and HTML (and as noted both these options are second grade) than you should choose according your knowledge...
What may make HTML a favorite is that there are several 3D (JavaScript) engines that may help you start faster (I do not know a WPF specific engine of 3D)...
