difference between file API and fileReader API

I am facing problem to use Filereader api in android.
I get this http://caniuse.com/#search=file[^]

It showed that file API is partial supported to 4.1 and 4.3 while File Reader is supported but file reader not working in my mobile. so basically the questions is what is the difference and why fileReader not working in andorid while i have seen it is supported in andorid (check web above)
