How can I change language by calling a web page

Dear All,
I am creating a one aspx page like test.aspx.
I want to use language change option in our project through by XML or any other way as per my convenient
I have taken one dropdown Field in our page for change language option I have a two language option English (en) and Arabic (ar) When I select in English my page will come as en_test.aspx and when I select Arabic my page will comes ar_test.aspx. But how I can call this page in our application I have a page test.aspx. Creating dynamic page by the selection of dropdown.

Please help me out or send me a brief description about this code.
