Is it possible to open html file and get response from that html file on Console Application or WCF service?

I have to open a HTML file from my WCF service and that html file gives some response that I have to catch. Is it possible? Anybody has some sample code please share which is more helpful for me...

1) WCF RESTful services and consuming them in an HTML

ref :

1) WCF Service Client: The content type text/html; charset=utf-8 of the response message does not match the content type of the binding

2) Call Wcf service with Javascript in Html page

For more detail, I have an HTML file which contains 3 buttons. I want to invoke this html file from Console Application using C#.
