send an email to a admin if any cell in a row of a table was changed

Just wanted to see if there was a way to send an email request for confimation to admin if any cell in a row of a table was changed.then admin should give permission to made changes.
For example: i have a form with many select boxes. if any select box value is changed ,send email request to admin about that changes.Admin should give permission to particular user changes. how can i do this? thanks in advance.
