How to create indent like functionality in word using asp.Net/Jquery.

I want to create listing of items with header, sub headers, list items in my application
like

1. Header1

1.1 SubHeader1.1
1.2 SubHeader1.2
2. Header2
2.1 SubHeader2.1
2.2 SubHeader2.2

I want to create it dynamically so that user can edit, delete a particular list item. Also he can drag and drop a particular sub Header list to another Header.

Also besides this there are textbox beside this list items which define tax % applicable for this item.
