How to show blank block in RDLC

I am working on RDLC,MY client asked me a new thing to me to do,so i want to get your help,report design is some like this

here if there is one employee in 1st shift and no one in second shift then there will be blank textbox will show up,vice verse,and if there is no employee in 1ST OR second shift then there will be two text boxes under both shift.
employees in 1st and 2nd shift are fetching from same table base on employeeShift_Id??
