Ask the makers of CCleaner. I doubt they'll tell you anything though.

CCleaner is not an "open source application" and I know of no similar app which is open source.
So the chances of anyone but the manufacturers handing you the source are very, very slim - and almost certainly illegal. And the chances of the manufacturer giving it to you are as slim, if not slimmer - that is their intellectual property and they aren't going to pass it to anyone who might be "going into competition", now are they?

So if you want something that does similar things, you are going to have to sit down, write a software specification, design the software and start coding. You aren't going to get it given to you on a plate.
