How Do I Include Bootstrap Into My Struts 1 Project ?

Unfortunately i started my project just create all interfaces are jsp pages with in this i am writing all the code in bootstrap.But now i am facing a problem in struts 1 is not accepting my bootstrap include jsp pages.

Please any body here to help me .........
