A file that already downloaded is downloaded - so it is on client's machine, where any server side code (PHP) can not access it...
JavaScript - very fortunate - has no IO capabilities, so you can not use it to access (rename) any file...
What you can do is to change the order...
First choose the name, than download the file using the new name...
