Hello...

I have host web site "http://movecdev.azurewebsites.net" and Use WCF services and hose wcf services "http://111.93.83.62:1009/Service1.svc"

When i run particular page then i got this type of error.

I would need to see your web.config to understand what you are doing, but I suspect this link will help you troubleshoot your issue:

It looks like you are trying to register a listener in Azure and you need to have elevated permissions to achieve this.
