how to convert Unicode Japanese to Unicode polish or other languages ... from one language to other language unicode

Japanese, Polish etc. are languages and have nothing to do with unicode conversion, you have to do language translation which is a completely different topic.

i have a one dialog which he can transfer one language to to other .. say i have file Czeh he can convert to polish .. that functinality is there .. so through CreateFont they are doing .. we can do or not ?

Most "unicode" fonts have all the language characters so just select a "unicode font".

The question makes no sense at all: manipulations with encoding cannot turn one language to another; this should be obvious to anyone after some minimal thinking. No, you cannot do it.

And please don't trust anyone who would suggest some online (or any other) automatic translator from on language to another. Such translators can really help to understand the speech on the language you don't know, but they are completely unable to create a correct phrase on any language with more or less complicated grammar or usage.
