No, it's pretty much impossible. Security won't let you start an app on the client PC - as if you could do it, then so could malicious sites and that would be seriously bad news.

In theory, it is possible in a tiny, tiny number of computers: but you need IE as the browser, an ActiveX control, and for the PC to be set up to accept and run ActiveX - which is not likely as the default even for IE is "don't install or run ActiveX as it's a major security risk".

The communications must be started from the client end.
