Implementation logic for file sharing using round robin concept in Oracle

Dear friends,
I just get the scenario to implement a round robin concept to share some files in some group employees using oracle query.

Here I have two category of employee groups for 'POOLING' based on their availability and file counts which have been completed by them for the month. Using the above condition i have to share the file between them.


Could anyone help on this?
