Google is your friend: Be nice and visit him often. He can answer questions a lot more quickly than posting them here...particularly when your question is so vague and general!

A very quick search using part of your question as the search term gave nearly 300,000 hits: Google: "static website in php using macromedia dreamweawer"[^] - so start there, and follow a few links.
Once you have done that, you should have a better idea of a more precise query to get you a bit more focussed information. Continue until you either work it out, or you get to a specific problem you can ask about - because a small text box is not good for answering big, general purpose questions!

The only reasonable way of writing static site I ever heard of is writing HTML + CSS code with your own hands. Both languages are quite simple and easy to learn, despite of many delicate moments which can be easily learned as well.

The concept that all these "dreamweawers" and "front pages" can improve the performance of the developers is just the misconception heavily supported by the marketing tricks aimed at the weak-minded, in order to pull money from them. All they do is the illusion of non-programming, plus disgusting quality of the resulting code.

And if your site is really static, you don't need PHP, which is a server-side technology. Writing static PHP would be a top silliness.
