How Can I Merge Two Setup Files (Wcf And Applicationsetup) To One Setup File

Currently we are generating Two Setup files
1.WCF Setup
2.Application Setup.
Now I need to merge up these two setup files and generating Single Setup.Is it Possible? Can some on help me?

Application Details: VS2008,Cab Architecture,Click once application.
