I absolutely agree with you that software should be made for the client - this should go without saying, but unfortunately this is all too often not the case (If the software doesn't work, then simply the customer is not smart enough.  ).
But usually they are not involved in the operations of the company, they are driving it. They may complain, they may ask for some additional features, they say what they need and/or want, but they are not making business or - even worse - technical decisions.
