Are they foolhardy or just desperate? Some "rogue" programmer might have documented the assignment. Any civil servant would certainly have done so. And if the effect really was neglible, why ever take the risk?

It stated on the news that a couple of "rogue programmers" were responsible. Does anyone seriously believe this is the truth?! Seriously. A couple of programmers managed to hack the software and no-one noticed? Not one person reviewed their code, not one person questioned why they made the changes they did, no one raised a single concern!
Bullsh*t!
We all know this directive came from the very top. Maybe they didn't explicitly mention anything about hacking the on-board software in the cars, but the directive would have been "Make the cars appear more efficient and cleaner and we will provide huge monetary incentives".
Typically the big dicks at the top of the tree are sh*tting all over those at the bottom. What complete assholes!

There's a basic flaw in that theory: Software developers are inherently lazy.
Unless specifically directed to otherwise, they're going to report the data as it is, because that's the path of least resistance.
They don't care whether the engineers get the auto to EPA standards. They'd be much more likely to say, "well, go fix your engineering problem."

We know that around the world law enforcement agencies collect fingerprints of all those arrested for crimes.
In addition, the US has been collecting ingerprints of all those who apply for any kind of visa.
Am I paranoid in thinking that the fingerprint readers used in cellphones, tablets and the like send our index finger print straight to the FBI, NSA, etc.?

If you doubt it, then no. They don't send the data to any of such agencies, like NSA, FBI etc. etc.

I don't use them anyways. First - anyone whom I give my cellphone must be able to use it. Second - I don't trust the MTBF of those readers, plus with wet/injured hands or dirty surface they would create troubles.
With all the backdoors installed on both Android and iOS I wouldn't doubt it, someone is receiving those data.

But he was convicted of lying to the investigators and spent time in a federal cell.
The guy who actually committed the crime Scooter was investigated for - was never even questioned.
Everyone is a criminal. Right now. They just have to decide if they need to convict you.

Fingerprints are far more valuable to criminals than they are to security agencies for the moment. With the approaches that can be used to spoof fingerprints from data how long before we start to see criminals wearing gloves with someone else's prints become common?
