I click the link and there it is.
No login, no password, no secret token, no nothing.
Thanks government, for making my speeding ticket public 
All you need to do is guess a 50-something SHA key (or get that link through some other means) 
I can also tell they're running JBoss Web/3.0.0-CR2.
I think the error page is the default JBoss error page.
Their other error page (that you get when the error is "properly" handled?) is literally this:

They wanted my bank details, which I thought was weird.
But apart from some spelling errors the mail looked legit, so I gave it to them.

That makes no sense. Unless they changed it very recently, you should just have received a paper letter from the CJIB. And they just take the money, you don't have to give it to them (you can pay early, but they don't need your bank details, they already have them).
