It would appear that this council is run by sadists, and exclusively for masochists. Anyone else living there just end up absorbing the collateral damage, alright? Think about this for a minute: It's called the "Killjoy Council", and that should ring a few bells.
In case it doesn't, I was able to quickly look up a couple of other inane things this council has done:

One solution would be to wrap a blanket around the head of council officials (one at a time) as they're walking on an empty stretch of road and give them a rain of blows from various directions, asking shouting things like "If you look at Susie again, I'll kill you", or "You monster, why did you do that to Danny?!", or "Stop selling drugs to schoolkids or we will break your legs", etc. That will leave them confused enough not to mess with the normal lives of other people.

I don't see any NSFW ads (on two different computers). Targeted advertisement could usually be indicative of your (unprotected) internet habits, or worse yet, an infected computer.
Or it could be because my computers are going to block pretty much every ad that's out there on most websites (uBlock Origin, a custom hosts file, and a hard filter on the router which gets updated weekly). Websites like CodeProject are excluded though.

I am using my office computer so no browsing nasties. I did not even look at the actual ad. Just saw some scantily clad ladies and closed the screen. Might have been something innocent too.

If it's a work computer, then advertisements could be based on collective browsing habits (assuming you're all on the same IP for the world outside). One possibility is that some of your colleagues have been a bit too naughty.
