He didn't say it would run well - he just said it would run. The cited specs are the "absolute minimum" required to run the OS (probably with a lot of the stuff switched off or not installed to begin with).

Microsoft can't make claims as to what's required by apps installed on said OS.

Up until about a year ago, I was running Win7 32-bit on a single core box with 2gb of RAM (at work) - and trying to develop on it. They finally upgraded my box to a 12-core(!)/16gb machine running win7/64-bit. It's a retired database server.
