Have you added

Also You are working with C drive, So please run your program as administrator mode.

As per my knowldge, If you want to use like that business logic can be use, But UI you have to again recreate in web. Like simple example assume hotel mangement, where place order view order all comes to business logic write this in a web service. This serivice you can access in web and windows at time. Only UI differs
