There is but one thing possible. If you are using a PC, then you can record what you want to say on PC and then play it over call changing the voice. Or you can also use text-to-voice software in windows, and in it, type what you want to say, and the software will read it for you

It should be possible, but it is not allowed. You see, the respective manufacturers, like Samsung, sony etc. put limits to the modification you can make, so in order to change the frequency, you will have to 1.Root your mobile 2.Change the frequency settings in the source of your operating system. And believe me, unless you are experienced developer, you wont like to do it...

Obviously, be it exist, it will be android app only...
Tell me if somehow you can run a symbian or windows or MAC app on android...
