How to make a Online Attendance System in asp .net?

I want to make a Online Attendance System.
If anybody have developed this application then Please tell me.
How it is possible?

My requirement when a user fill the first date attendance then he cannot change it.
when a second user fill the first date attendance then he cannot change it.
when a third user fill the first date attendance then he cannot change it.

So How it is possible? Please tell me.
