How after drawing shape like rectangle and display it in panel to make
shortcut menu by right click on it include delete,color,size,copy,cut...etc
i'm apply OOP in codes to make it in windows form

You forgot to tag what the queswtion was about, Winforms, WPF ASP.NET or...
Besides you should find lots of examples on google :)
