URL based video conferencing system

Hi,

Need to develop a project and topic is URL based video conferencing system.
I am not sure how to get started on this. I tried to search on google too.

Scenario is:
There should be provision for generating email which will be sent to candidate mentioning about the interview time,date. A unique url should be generated for each candidate with userid and password.
When user enters the url in browser then meeting should start. If host(HR) has not arrived then candidate should get appropriate message.

Please let me know any thoughts and how this can be implemented.
