when i'm setting march 31st 2014 as start date ..

the extender is not working at all.. to my suprise

What do you mean by not working? AJAX CalendarExtender certainly support setting future date as a start date.

its being static i'm unable to select a date from it..its not moving to next month or year

And just commenting the set StartDate line makes it work? If not you have some other problem.
Delete the control and add it again to your page and see if that helps.

yes its working fine if i comment it...

and i'm not having any problem when i set past date as start date..

but if i set future date as start date, then its not working

For customising the date range, you'll need startdate and enddate properties, for your reference,
