If *you* are developing the web server, whay do you want to copy *somebody else's* design? You have everything you need to duplicate it - a screen shot, and presumably a copy of the app so you can analyze its functionality. Assuming you have the programming chops to actually pull it off, go forth and code, young Jedi.

If you mean the control on the left, that's typically referred to as an XP style collapsible panel. Here’s a CP article that shows how that can be done:

If you are using WPF or SL, the control on the right is trivial. Just use a listbox and use an image and a textblock in the item template. With Winforms it's a little trickier but still doable. You don't need a 3rd party control to do that.
