I think that is because it has higher rating, otherwise it should have green rounded border on it, if it is marked as answer.

You need to add a "lang" attribute. lang="cs" did the trick.

I don't know whether it's me, or everybody, but somehow the forum has become read-only when I log in. Nor can I edit or delete as Admin
I am still listed as Administrator, Manager, and other options like email, permalink, etc. are still visible
