I wish there were more visual cues for tip(and reference) vs an article - mostly for new people.
Often people will vote down tip or reference articles because they are "short" when in fact they are suppose to be short. Sometimes I am afraid to post a tip/reference because I am afraid people might think I am trying to pass a quick short article. Mostly new people do not really know this. I did not know the difference until I started posting.

Because someone with sufficient authority for that forum made it sticky. Bearing in mind that this is something that is a particular favourite in that forum, it makes sense for it to be sticky.

Thanks Sascha. I've been debating about this one - there was a one that I was reading that started off a bit poor but goes on to be good but I'm not sure I can recommend it - the author invents two new "patterns" which aren't really patterns, but the rest of the book is really good. So I keep spinning around on this particular one.

I don't like being talked about as OP, but yeah, its a 'sticky' thread and cricket is popular in that forum.
The world cup will go on for sometime, but I remove the 'sticky' after the 'real' league phase starts.

You and the others in GIT need to decide whether you Moderate that forum or whether you Run that forum.
Moderation means you work to enforce the tone of the forum, keep it polite, and keep it on track. What constitutes acceptable posts is decided by the community: you merely enforce their wishes.
Running the forum means you decide what's in and what's out, whether one topic is more important than another, and who gets to do what.
I set up GIT for the community. If the community is happy for you to run the forum then I'm happy to accept that. If, however, the community expects you only to moderate the forum then whether a post is sticky or not (among other things) needs to be decided by consensus.
