You're not crazy, at least in this regard. I was experiencing the same thing for a while when in IE9. Doesn't seem to happen now though.

I've had this in IE9 on Win 7. I pasted a code block in Q&A, then selecting one the pre-tag variants (c#/c++ etc) and the pre tags ended up at the start of the text. It doesn't happen each time (though it has happened more than once), to be honest I thought I'd clicked the mouse button by mistake, leaving the cursor at the top of the text box. The text box had several lines in it(my reply to c# related query and problem regarding functions in classes[^] in fact) if that helps you replicate the problem.

I think some of this is browser specific weirdness. I can't replicate your scroll to the top problem at all in FF5. But after any paste triggering the popup my cursor ends up at the bottom of the edit field.
Wierdly when I was pasting "test\r\n" to test this the popup did not appear if I was pasting to a blank line, but did when I was pasting to the end of an existing line of text.

In my Rep history, I'm getting download points for files I didn't download, and when I click on the file that was downloaded, it takes me to a Q/A answer I posted.
The files it shows as being downloaded are:
cwaveform.zip
cwavebox_demo.zip

waveedittest.zip
mmwaveeditx.zip
wavecontrol_demo.zip
And the answer it takes me to when I click on any of them is:

I think I caught it early enough that the damage from THAT will be minimal. 
However, I did just lose 64 points in the Soapbox by a platinum debator downvoting as many of my posts as he could in the SEAL Team 6 thread.

Not your problem, and this is beta software, but thought you might like to know. This has not happened with previous Canary betas.
Aside: are all of the three phrases: "crashes consistently," "crashes reliably," "repeatable fatal error," ... oxymorons ?

Since this only occurs with a beta product my first inclination is to leave it instead of working around it to ensure the devs working on Canary have an extra piece of data they can use to test any fixes they may implement.

Just because it's a bug in another program doesn't mean I shouldn't try and find a work around to stop the other app crashing. No code is perfect and it doesn't matter whose fault it is, the most important thing is that it works for as many people as possible.
