In Visual Studio 2008, select Tools > Options > Text Editor > All Languages. Ensure that the checkboxes in the Statement Completion section are actively checked (not grayed out).

So one (small) project works fine, your actual one does not. Therefore it is damaged. Try removing its (or all its) obj folders. Then click menu Build/Clean Solution, finally do a full rebuild. Now try again.
If that does not help, exit VS and delete your project files (*.csproj). Create new ones, adding your existing source files to them, setting all required references and dependencies again.

I am working my way through a .NET programming book and in the chapter on design patterns they cover the MVC pattern.
The authors state that MVC is not easily implemented in most of .NET because the controllers responsibilities are spread out among the event handlers, the framework, the CLR and the OS.
Does anyone use the MVC design pattern in ASP.NET implementations? If so do you believe there is a distinct advantage to using it over the N-tier pattern?

It's one of those things where YMMV depending upon the task.
We implemented MVC based website at my last place of work, but it fitted the problem domain quite well (processing of Mortgages for multiple clients based on XML-defined state-machine and rules engines). We created sections of "View" that fitted tasks and served these up on the decisions of the controller (behind a WCF service). There is an MVC framework in the latest release of .net, so this might be worth a punt, I haven't tried it.
If your site is more static / random access there is a good chance the MVC will be more trouble than it is worth.

Thanks for the insight into MVC and the type of problem that is a good candidate for MVC implementation.
Right now I am just trying to upgrade my .NET skills a bit and finally got a Windows hosting service so I can experiment with various ASP.NET design patterns.
In some sense MVC is a solution searching for a suitable problem for me. I will keep it in mind and if a problem like you described comes along I will see if I can implement it with MVC.
Unfortunately, the hosting service I have only supports up to .NET 3.5 so I won't be able to look into the latest MVC framework of .NET 4.0 yet except on localhost of my development machine. When I get a little time I'll play around with it to see how it works.
Thanks again for your response. At least now I have an idea for what type of problem MVC is suited.

MVC 1.0 is supported in Framework 3.5 so you don't have to wait for 4.0.
This was built with a beta version but it should give you a start

Thanks for the article link. I'll look into it.
Do you use MVC as a general solution or do you just ues it for specific types of problems?

I use MVC, or any other pattern, when it fits the problem.

App_Code does not apply to Web Application, it is only related with Web site projects. For web application you don't need APp_code as Codes are compiled during the build.
You can still normal folder with App_Code name in Web Application, but it will be nothing but a regular folder like other.

Yes!

You need to host the files (uploaded on your FTP) on some webserver using IIS in order to make it work as it was when you published it in your system.
Publishing once doesn't mean you can carry along published files anywhere and it would work.
Read/Know how does a web application work - when you write 'www.codeproject.com' in your browser url, how does you see the homepage. How & What happens in between thing.

You need to host your sites on IIS. I have wrote couple of articles on IIS, here is the archive links from my blog post, you may found them interesting.

There is native dll which executes SHGetSpecialFolderPath() it works while debugging ASP.NET but once deployed to IIS it fails to call that function.
How to increase level of trust web application calling native dlls?
